Utility expert Oleg Popenko expressed his criticism regarding utility tariffs in Ukraine, calling them hidden taxes that end up in the state budget rather than being directed towards infrastructure development. He made this statement during a commentary on the potential increase in utility tariffs as recommended by the IMF.

Popenko noted that the money paid by citizens for utility services effectively goes into the state budget, failing to ensure the restoration and development of the industry. He pointed out that these funds are used to pay for gas through Naftogaz and for other purposes instead of being utilized to improve the utility infrastructure.

The expert emphasized that due to this situation, the utility sector remains without necessary repairs and development, which negatively impacts the comfort and quality of utility services for citizens.

During his speech, the expert indicated that it is necessary to reconsider the system of forming utility tariffs and ensure that the funds collected from the population are used for the development of the industry and improving the lives of citizens, rather than for other purposes.
