In Ukraine, the rules for wholesale and retail car sales were revised: what drivers need to know.


The government has changed the order of commission trading in transport
On October 1, the government of Ukraine made changes to the Procedure for wholesale and retail trade in vehicles and their components with identification numbers. These changes are aimed at streamlining the process of evaluating and selling cars and other vehicles.
According to the new rules, when concluding a contract for the sale of vehicles, commission traders must specify the selling price, which cannot be less than the cost specified in the evaluation document or its average market value.
New requirements for accepting vehicles on commission have also been introduced. Except for passenger cars, motorcycles, and mopeds, vehicles are accepted only if there is a document evaluating them.
Now, for most vehicles, a document with an official evaluation of the value is required for their subsequent sale. Passenger cars, motorcycles, and mopeds can have an evaluation or a document of the average market price. Also, in this case, it is important that if a person sells more than one car or motorcycle during the year, an evaluation document will be needed.
Commission stores now have the right to refuse to accept cars if they do not have a document on evaluation or about the average market price. This will help prevent the sale of vehicles of unknown origin.
In addition, commission stores are required to upload a copy of the document with the assessment of the car's value to a special electronic registry, which will increase the transparency of transactions.
