The head of the Union of Consumers of Utility Services, Oleg Popenko, criticized the fine system for improper parking in Kyiv. He noted that the lack of necessary infrastructure for motorists in the capital is a major problem.

There is not a single multi-level parking facility in Kyiv. Neither Klitschko, our European mayor, nor his predecessors built one. No one even thought about it.
Popenko emphasized that the majority of parking rule violations occur due to the lack of alternatives. He cited the example of thousands of cars parked along the road upon entering the city.
